 A new message should include information on how to download from this
 dist/torbrowser link. Users are frequently confused by this page. A new
 message should explain how to use language codes, where on the page the
 Pluggable Transports Browser is, which file type the need to download and
 probably also a link to the docs/verifying-signatures.html.en page. I
 would be write such a message.
