Comment:

 The searching is done by Onionoo. Yes, you're right it only searches by
 prefix. From the Onionoo page - "Return only relays with the parameter
 value matching the beginning of a nickname, (possibly $-prefixed)
 beginning of a fingerprint, or beginning of an IP address, and bridges
 with the beginning of a nickname or (possibly $-prefixed) beginning of a
 hashed fingerprint. "

 Not sure why Onionoo doesn't search by substring. (Pyonionoo does,
 unfortunately it's MIA)

 Changing component to Onionoo.
