 The js URI library https://github.com/medialize/URI.js/ seems more active,
 and the URL used above does not break when I use this new library in place
 of the current jsURI library. After some local testing and spot checking,
 I will push the change to switch Chrome HTTPS Everywhere to this new
 library.
