Comment:

 That console error looks indicative of something deeper than a ruleset
 bug.  Mike, this looks like it's in your code (or at least code that git
 blames you for because you merged it from NoScript ;)

 You had separately encountered bug #6653, which was preventing you from
 persistently disabling rulesets.  That's been fixed in 2.2.2.
