 still rechable) are left open at exit time.  I should add a channel
 cleanup wherever connections get cleaned up when handling SIGTERM.

 By convention, if resources allocated at the module level, we have a
 MODULE_free_all() function that gets called from tor_free_all() before
 exiting.
