 In #6341, we debugged this problem and drastically improved bootstrapping
 in Shadow (thanks to
 [https://github.com/shadow/shadow/commit/e2d30c9700a80d91b4ffb5b3b6dcfa03b4afaa91
 this patch] and
 [https://github.com/shadow/shadow/commit/3652ead7192b1764dac1448d83947a787b203db0
 this patch]). Given that, and that #6271 fixed some Tor behavior, is it
 safe to close this ticket?
