Comment:

 I think we might want to revert this in maint-0.2.3. It doesn't really
 hurt anything, and we already made our 0.2.3 changes in late March /
 April. Each release that changes the torrc we ship is a big hassle for
 Debian / Ubuntu users who have modified their torrc.
