 Remaining issues:

  * Add queries for channels in control.c paralleling those for connections
  * Figure out relay.c:2475 assert (tmp == cell_ewma)
    - This has been observed in both middle and exit configurations
    - It seems to be very sporadic, occuring no more than about once every
 six hours of operation
