 The paper "[http://www.mpi-sws.org/~gummadi/papers/08_imc_blocking.pdf
 Detecting BitTorrent Blocking]" can give us some ideas. The authors
 developed a Java applet which could tell whether and how BitTorrent was
 blocked in a given location.
