 task-6266] in my public repository.  I implemented the `geoip-manual` idea
 which will save a lot of manual work.  I decided not to depend on
 `blockfinder`, but only to suggest it as a powerful verification tool,
 mostly because external dependencies like this are bad, but also because
 people can already do a fair amount of verification by looking at `geoip-
 manual` and using `diff`.  I hope the instructions in `README.geoip` are
 simple enough.  The task-6266 branch also contains the cleaned up November
 2012 database.  Thanks!
