 While it may be true that you need Flash to play some content on that page
 the point is that the website itself is only visible if one has DOM
 storage enabled. You won't even come to the conclusion that there is some
 Flash content on that page if you don't have DOM Storage enabled as there
 is nothing to be seen without it. And, yes, this ticket is not the same as
 #7289 as offline storage does not matter here.
