 I suspect the rendezvous splicing theory is correct and I have an
 instrumented version which emits the channel IDs/circuit IDs when a splice
 happens and indicates if the circuits are attached, and if this bug is
 triggered emits information about any spliced circuit, in my
 bug7212_instrumented branch.  I've got that on a test run now.
