 When ooniprobe first starts it should start a tor process that we will
 interact with to:

 1) Create Tor Hidden Services
 2) Obtain our IP address as detailed in
 https://trac.torproject.org/projects/tor/ticket/7447
 3) Other possible miscelaneous uses
