 A user with Windows XP is unable to run TBB 2.2.35-12. The attached
 screenshot shows that Tor successfully connects to the network, but
 Vidalia is unable to connect to Tor (socket operation timed out) and so
 the Tor Browser never loads.

 The user has extracted TBB to the Desktop, but the issue still remains.
 Disabling PC Tools spyware does not help either.
