 The first part is to write up detailed descriptions of the various tests
 here: https://trac.torproject.org/projects/tor/wiki/doc/OONI/Tests

 The next part is to research and document the other tests to write.

 The final part is to document why we chose the tests we did and what data
 we'll derive from the tests.
