Comment(by sirop):

 A naive user may be tempted to press the Settings button while Tor is
 running/ bootstrapping/authenticated.
 I suggest, if Tor is running/bootstrapping/authenticated, the Settings
 button is set inactive/shadowed with the tooltip saying something like
 "Please stop the Tor browser before changing the settings".
