 So the bug is that even though Tor says

 Jun 29 23:16:54.493 [warn] Option 'ExcludeNodes' used more than once; all
 but the last value will be ignored.

 it still seems to exclude nodes that aren't in the last value?  I'll
 investigate, though I don't see how this would happen.

 What version of Tor were you using?
