Comment:

 This is reprroducible by running "tor -hiddenservicedir /tmp/hs
 -hiddenserviceport 8080  -hiddenserviceauthorizeclient 'stealth
 foo,bar,baz' -PublishHidServDescriptors 0", letting it bootstrap, stopping
 it, and running it again.
