 Please see branch `bug5799` in
 `https://git.gitorious.org/torspec/torspec.git`.

 I movied the non-specification sections of 180 out of pt-spec.txt, and
 also left out anything that is yet unimplemented (like the DECLARE
 options, the Extended ORPort, and the extra-info transports
 advertisement.)
