 If there is a difference between an inbound traceroute and an outbound
 traceroute for certain source and destination ports this may be an
 indication of traffic being routed to interception devices.

 This tests needs to be properly specified in it's test page:
 https://trac.torproject.org/projects/tor/wiki/doc/OONI/Tests/TwoWayTraceroute

 and then implemented.
