 On second start when TorBirdy 0.0.9 was installed, Thunderbird issued the
 tooltip at the bottom "Do you want to enable...". That can be probable
 overruled and telemetry disabled if it was enabled before.

 No, that would be a never ending task, if you'd try to prevent the user
 from enabling any harmful options.
