Comment:

 This is actually not going to be feasible for 0.2.3.x, because we don't
 support changing the refill interval while Tor is running.

 (We can still change the default interval on an 0.2.3.x timeframe to avoid
 a performance regression, but taking it from a consensus parameter won't
 be viable.)
