 fix.  I tested this, as a hidden service, and was able to connect to the
 service successfully.  I tried to trigger the relaunch-rend-circ-without-
 closing-the-old-one code, and Tor didn't crash, but I don't know whether I
 actually did make the hidden service relaunch a rendezvous circ.
