 It probably is.  IMO we should deprecate or dump our --with-foo-dir stuff
 in Tor: it is broken in bunches of subtle ways.

 More info needed; is this still happening?  If so please open a ticket;
 not every bug with the same symptom is the same bug.  (Opening a new
 ticket also helps ensure that you will say *what platform* and maybe even
 tell me the relevant parts of your config.log)
