 New tor versions have added several event types that TorCtl does not have
 handlers for. The result is that arm gives a notice that it's missing
 these handlers.

 This is really a TorCtl issue, but I've pretty much forked it in arm due
 to multiple unmerged patches so I should just add support to my fork.
