Comment:

 Fixed in git commit 9bcf315e9bd. I also took the time to include the
 OutboundBindAddress, ExitPolicyRejectPrivate, and PublishServerDescriptor
 options.

 I also committed r25378 to the website since the 0.2.2 torrc will continue
 to point to a 404 for the manual.
