 Hello,
 I am using TOR 0.2.3.25 on Debian Linux. I have an exit node but it seems
 that TOR ignores my RelayBandwidthRate and RelayBandwidthBurst settings in
 etc/tor/torrc. I always have maximum speed according to arm stats.
