 Okay, I think I get it now.  Wow, that's a complicated function.  (A look
 over at
 https://trac.torproject.org/projects/tor/attachment/ticket/6313/top_offenders.txt
 suggests that it could be the 11th-nastiest function in all of Tor.)

 I now think it's probably right. I'll squash and merge it once I've slept
 and had coffee.
