 Also, one fairly strong aspect of EFF's thinking about "legal
 consequences" and DNT has been: it is unlikely that we would every support
 legislation that said that anyone ''had ''to respect DNT, but we could
 imagine supporting legislation that used "safe harbour" provisions (for
 instance, a shield against particular kinds of liability) to create
 incentives for sites to respect it.
