 In Vidalia, config options are being applied without checking if the Tor
 version supports it preventing the user from using Tor.

 Commit 8c67821 in Vidalia alpha tries to use a DisableNetwork option
 supported only from Tor 0.2.3.9-alpha preventing it from starting Tor.

 Vidalia should check using GETINFO config/names to see if it is supported
 by the installed Tor version. Else, it should inform the user that the
 option would be ignored and ask permission to continue.
