 I looked over the rebased branch. Looks fine. I'm eager to find out if it
 works. :)

 While looking at it, I opened #4085 (mostly unrelated) and #4086 ("use
 experimentor/shadow to learn whether this feature works as expected and if
 we picked a good config value").
