Comment:

 I can probably document the manual way to install the MinGW/MSYS
 environment, but you'll still have to download unsigned binaries for that
 since the MinGW team doesn't sign their releases (as far as I know).

 If the official Tor releases for Windows are built differently, I agree
 it'll be better to know the official build instructions. But I doubt this
 is the case since there are references to MinGW libs in the official Tor
 binary for Windows (though the executable size is way smaller than the
 size of the executable built using the instructions I followed). Anyway,
 let's way for Erinn's comment.
