 Runa, is there a TODO list somewhere for what we intend to change on the
 next iteration?

 I still maintain that if the user tries a few debugging approaches and
 they don't work, it is not "probable" that their network is censoring Tor.
 It is more probable that they didn't try the debugging approaches right.
