So docs.google.com is accessible for all of (or most of) the users in
Iran?

Yep. That URL is (or can be, at least) accessible to any user, not just
those with a Google account.

No. The problem with sharing files with users this way is that the users
won't remain anonymous. If I share the Tor Browser Bundle with Alice and
Bob, then Alice will see that I have shared it with Bob, and Bob will see
that I have shared it with Alice.

In order to overcome the storage limits, we can have 1 user created for
each Language!
I wonder how many languages we would need to support. I should look up how
many localized packages we distribute via GetTor per month.
