Hm, I'm probably not the best person to comment on this, but; whatever
works best with Gmail, Hotmail, and Yahoo!. I know we also have a lot of
users in China with QQ, but I have no idea if QQ is something one can use
for IM.

I say use whatever language you're comfortable with that is also easy for
other people to maintain. Python comes to mind.
Also, is this a project that you would be willing to/could maintain later
on?
