 You may wonder what happened on November 6.  Looks like
 [https://metrics.torproject.org/network.html?graph=relayflags&start=2011-11-05&end=2011-11-08&flag=Running&flag=Guard&granularity=hour&dpi=72#relayflags
 relays on old versions didn't get the Guard flag for a few hours].  The
 table above is based on the 23:00:00 consensuses, so that's why the
 fraction of upgraded relays goes up to 100 %.
