 That patch actually had two effects. First was to do something like what
 we should do for #3321. Second is to make it so none of your bridges are
 ever marked down when they become unreachable.

 Do you still like the second behavior? It seems like a poor idea. Better
 would be to figure out why we're marking a bridge down when it isn't
 actually down.
