 The new intro has a few more disclaimers, that might discourage people
 from using the response ("Before sending any response to your ISP, we
 suggest that you also seek the advice of an attorney licensed to practice
 in your jurisdiction." instead of "you may want to seek the advice of an
 attorney licensed to practice in your jurisdiction.")

 The text itself is mostly the same, also with a few more hedges.  If I
 were writing, I'd simplify some of the legalese, e.g. "safe harbors likely
 provide immunity from monetary liability arising from this complaint." =>
 "safe harbors protect you against liability here."
