 It is possible that we actually don't want this to be a bundle problem at
 all, and instead just want Vidalia to ask the user "Do you want to use
 Bridges or use the public Tor Network?" in some descriptive and
 understandable way before launching Tor regardless of the bundle status.

 This way we can avoid adding an entire column to our build matrix (as
 #3307 would require).
