 Rate-limiting the message is fine with me.

 Not sure what the answer is for the "Localhost can't be 127.0.0.1! I won't
 believe your lies!" issue.  We could special-case the name "localhost", or
 give up faster... should we?  Is there anything else we could be doing?

 As for arma's original report -- arma, do you still believe there is a bug
 here?
