 ok.  tweaking (for make check-spaces) and merging.  We need to open
 tickets for whatever is left unresolved here.  I think that's:

   * Some way to relinquish ownership gained by TAKEOWNERSHIP.
   * A supported and documented way to lock out other controllers, if we
 actually want that.

 Anything else?
