 In #3200 we changed things so we drop all prebuilt circuits every time a
 bridge changes. We don't actually have to go that far -- we could just
 drop the ones that used bridges that aren't configured anymore.

 We could also do that for entrynodes, exitnodes, etc etc if you wanted to
 get fancy.
