 On a bit more thought, I think the mouseover for the green onion in the
 top is fine as is, and the replacement text for the 'tor enabled'
 mouseover should explain to the user that disabling is disabled. I would
 go with "Toggle is disabled" but that is too close to "Tor disabled".
