 I *think* it only makes sense for authorities, but frankly, I am not
 totally sure.  It's sure not something I can come up with a good reason
 for users to muck with.  For now,  I'm inclined to merge the branch as-is
 and let somebody else reverse-engineer the exact behavior of that option
 if they want the explanation to be more specific. :)
