 I think the best approach for these types of emergencies is to change the
 system so fewer of these issues are dire emergencies. #2681 is a start at
 that.

 More generally, we have a habit of adding features that seem to add some
 amount of security, but add a lot of ongoing process and hassle, and we
 need to reevaluate that habit going forward. For example, if I had it to
 do over again I would argue against periodic v3 signing key expiration. It
 seems like a fine idea until you actually have to get N people to deal
 with it on an ongoing basis.
