 It seems like:
 http://pidgin.im/pipermail/commits/2011-May/019293.html
 saves the day.
 Basically, pidgin will use the account proxy even for proxy connections;
 and if there is no account proxy it uses the global proxy (which the Tor
 pidgin option thing is).

 I also asked in the pidgin dev XMPP room and they confirmed that pidgin
 uses the account/global proxy options for connecting to other proxies.
