 Our shiny new relays don't know about this thing called Tor Weather that
 might be able to help encourage them to keep their relay going.

 Is Weather stable enough for us to recommend it? If so, we should do so
 loudly.

 Also also, once we've done this step, we should figure out how to
 integrate the reminder into Vidalia.
