 We nee to change the distribution of the file sizes used by the bw
 authorities to measure nodes. Right now, we use a 2M file for 0-10% nodes.
 We should probably split this into two or three ranges with larger files
 for the faster nodes.

 It would be great if we could put some more science behind our file size
 choices, too. Bonus points for that.
