 A friend of mine suggested we should also try saturating the link using
 http://multiget.sourceforge.net/, to try to determine if the 20K/sec limit
 was due to per-flow QoS, issues with tcp filling the BDP of the link, and
 other similar problems.

 We should try this client on the 64M files from the first comment with
 tcpdump gathering traces to check this out.
