 OK, I assigned this ticket as the parent ticket of all tickets relevant to
 renegotiation rate limiting.

 We might need to use a totally different strategy when we start re-
 implementing this ticket, and some of the children ticket might be
 irrelevant then.

 We must remember that most of those tickets, probably carry multiple bugs
 in their comments, and we must read through all of them carefully.
